California High-Speed Rail Authority names executive engineering roles

The California High-Speed Rail Authority (CHSRA) announced Scott Jarvis, who joined the agency as assistant chief program manager in April 2013, has been tapped to serve as chief engineer for the project to build a high-speed rail system between Los Angeles and San Francisco.

In the new role, Jarvis will be responsible for the development and coordination of program management activities, officials said.

Additionally, CHSRA appointed Kevin Thompson director of engineering. Previously a director of bridge practice at URS Corp., Thompson will now ensure that all engineering elements are delivered within budget and schedule in his new role.

The authority also brought on Bruce Armistead from Fluor Enterprises, where he worked as a project director. He was appointed director of operations and maintenance for the agency, and he'll be responsible for advancing the implementation of the high-speed rail program, as well as its safety, operations and maintenance activities.

Alan Glen was hired to serve as director of real property, which will see him administering, managing and directing all statewide activities associated with acquiring property rights for the high-speed rail.

Also, CHSRA appointed William Robinson as senior legislative analyst. He'll be responsible for analyzing and monitoring legislation of interest for the rail project.
