Harbor Industrial begins operations at Portland's Terminal 6


Terminal 6, now branded as Oregon Container Terminal, has been operated by the Port of Portland since 2018. As of Jan. 1, Harbor Industrial Services has taken over operations.

Harbor Industrial Services began operating the Port of Portland's Terminal 6 on Jan. 1 and will formally launch vessel, rail and break bulk services at the newly branded Oregon Container Terminal (OCT) on Jan. 7. Intermodal container service has already started.

The OCT is the port's only container terminal. At 419 acres, it features five ship berths and an on-dock rail yard with eight tracks. BNSF Railway and Union Pacific Railroad serve the terminal. OCT will primarily serve shippers in the agriculture, manufacturing, technology and retail industries located in Oregon, Southern Washington and Idaho, OCT officials said in a media advisory.

Since 2018, the Port of Portland operated the terminal with stevedore and labor intermediary services provided by Harbor Industrial.

In September 2025, the port approved a seven-year contract for Harbor Industrial to take over operations of Terminal 6, resolving a years long struggle to maintain container service at the terminal. Before the agreement, port officials were preparing to cease container operations at Terminal 6 in October 2025.
