The Metropolitan Washington Airports Authority late last week revealed four teams selected to submit bids to design and build Package B of the Silver Line project's second phase.Package B involves the design and construction of a rail yard and maintenance facility to be built at Dulles International Airport.The four chosen teams are Capital Rail Constructors, comprised of Clark Construction Group L.L.C. and Kiewit Infrastructure South Co.; Hensel Phelps Construction Co.; Metrorail Constructors Group JV, comprised of Turner Construction Co., Southland Industries and Freestate Electrical Construction Co.; and Skanksa USA Southeast Co.The teams were chosen following a request-for-qualifications process intended to emphasize design and construction experience and professionalism, authority officials said in a press release.
"The list of teams selected to participate in the procurement process for Package B represent some of the most highly qualified, world-recognized construction companies in the industry," said Pat Nowakowski, executive director for the Dulles Corridor Metrorail Project.
Additional procurement process steps for Package B will include the submission of a technical plan and pricing. The award of Package B, which is expected to cost $260 million to $280 million, will be made to the team submitting the lowest priced proposal that meets technical qualifications, authority officials said. An award is anticipated in July with completion anticipated in 2018.The authority is managing construction of the Silver Line project, a 23-mile extension of the Washington region's Metrorail system into Loudoun County, Va.
