Valley Metro's board recently awarded a construction manager-at-risk contract for the Capitol light-rail extension to Southwest Transit Partners (STP), a Sundt/Stacy and Witbeck joint venture. Construction is slated to begin in 2026.

STP previously constructed Valley Metro’s 3.2-mile Northwest Extension Phase I in Phoenix and 1.9-mile Gilbert Road extension in Mesa, Arizona. In addition, both firms in the joint venture were involved in the construction of the original 20 miles of light rail that were completed in 2008.

The 0.8-mile Capitol extension route will connect the current light-rail line at 3rd Avenue and Washington Street with the existing light rail at 3rd Avenue and Jefferson Street via 15th Avenue. It will ultimately connect to the future I-10 West extension.

STP will collaborate with Valley Metro, the city of Phoenix, project designers, Jacobs Engineering and PGH Wong Engineering on the project, Valley Metro officials said in a press release.
