President Donald Trump has nominated Richard Kloster of West Virginia to a term on the Surface Transportation Board and nominated STB Member Michelle Schultz of Pennsylvania to a second term.

Kloster is the founder of Integrity Rail Partners Inc., a private transportation consulting company that provides strategic consulting to the rail industry. If approved by the U.S. Senate, Kloster's term would run through Dec. 31, 2028. He would fill a seat left vacant by former STB Chairman Martin Oberman, whose term expired.

Kloster has been a columnist for Progressive Railroading since 2015 and has been a presenter at the magazine's annual RailTrends® conference in New York City.

Schultz was sworn in to her first STB term on Jan. 11, 2021, after being nominated in November 2020. She was named the STV's vice chairman earlier this year and previously served as vice chairman from February 2022 to January 2023.

For the previous 14 years, Schultz served in various leadership roles with the Southeastern Pennsylvania Transportation Authority.
