L.A.-area authority seeks public feedback on container terminal project's environmental impacts

The Joint Powers Authority (JPA) will hold a public meeting Feb. 11 in Long Beach, Calif., to discuss the potential environmental impacts of the Intermodal Container Transfer Facility (ICTF) modernization and expansion project.

Comprising representatives from the ports of Los Angeles and Long Beach, the JPA governs the ICTF, which is operated by Union Pacific Railroad. The Class I plans to modernize and expand the terminal to more than double annual throughput capacity from 725,000 to 1.5 million containers.

The project calls for building additional working tracks, additional parking areas and a new gate facility, and improving the existing gate facilities. The project — which would be divided into phases and take three to four years to complete — also would incorporate a number of environmental improvements, such as electric overhead gantry cranes, cleaner hostling tractors and ultra-low-emission locomotives.

The JPA recently issued a notice of preparation/initial study for the project and is completing a draft environmental impact report. The agency will accept public comments on potential environmental impacts and project alternatives until Feb. 25.
