New Jersey Transit and Port Authority of New York and New Jersey recently awarded a contract to Transit Link Consultants, a joint venture between Parsons Brinckerhoff and SYSTRA Consulting, to prepare a draft environmental impact statement (DEIS).

The DEIS includes engineering, environmental, economical and financial studies, a public outreach process and a rail operations analysis regarding the feasibility of building a new commuter-rail tunnel linking NJ Transit’s new Secaucus Junction with Manhattan’s Penn Station.

Based on an investment study previously conducted by Parsons Brinckerhoff, the DEIS will determine near- and long-term solutions to improve transit connections between New Jersey and Manhattan, including a new Hudson River commuter-rail tunnel adjacent to existing Amtrak tunnels. Long-term solutions would be implemented after 2010.

The study is expected to be complete in June 2005.
