On March 28, Richard Healing was sworn in as a member of National Transportation Safety Board. He'll serve a three-year term expiring Dec. 31, 2006.

Healing most recently served as director of transportation safety and security for the Battelle Memorial Institute.

He previously served as director of safety and survivability for the U.S. Department of the Navy. In 2001, Healing was presented the Navy's highest civilian award, the Distinguished Civilian Service Medal.

Prior to his Washington career, Healing in 1983 served as president and chief executive officer of a Connecticut engineering, construction and
contracting services firm. He also served a stint as executive vice president and managing director of Fairfield Precision Industries, which produced replacement parts for the military.

Healing served the U.S. Coast Guard for six years in active duty. After more than 29 years of reserve service and four commands, he retired as a captain.
