Nottingham to succeed Mulvey as STB vice chair; Rubin to succeed Branscum as IANA chair

Yesterday, the Surface Transportation Board (STB) announced that Charles Nottingham has been designated as vice chairman to succeed Francis Mulvey, whose term expired Jan. 4. The STB’s vice chairmanship annually rotates between the board’s three members.

Nottingham, who joined the board in August 2006, previously served as STB chairman from August 2006 to March 2009. He previously was associate administrator for policy and governmental affairs at the Federal Highway Administration, and assistant secretary of transportation and transportation commissioner for Virginia.

In October 2010, Nottingham announced he wouldn’t seek a second term when his term expired on Dec. 31. The STB’s governing statute permits a member to continue serving for up to one year after the end of his or her term until a successor is named and confirmed by the Senate. Nottingham hasn’t announced a specific departure date, according to the STB.

Meanwhile, the Intermodal Association of North America’s (IANA) board recently elected Steve Rubin chairman to succeed Stephen Branscum, whose term expired. President and chief executive officer of TRAC Intermodal, Rubin previously served two terms as IANA’s treasurer.

IANA’s board also elected David Manning, president of Tennessee Express Inc., vice chairman; and Thomas Kelly, executive vice president of MOL (America) Inc., treasurer.

In addition, Quest Leasing L.L.C. President Jordan Ayers and CSX Transportation VP of Intermodal William Clement joined the board as new directors, while Norfolk Southern Corp. VP of Intermodal Operations Robert Huffman, Intermodal Support Services VP Jenny Johnson and Tennessee Express Inc. President David Manning were re-elected to the board. All five members will serve three-year terms.
