• Alstom Transport has named Guillaume Mehlman managing director of the North American region. Based in the New York City office, he will be responsible for market and product strategy, business development, sales, and project execution throughout North America. Previously, Mehlman held general management responsibilities in the rolling stock and nuclear power industries. For five years, he led Alstom's global truck business, including the Le Creusot plant in France.

• Engineering and consulting firm HDR has appointed Kevin Keller client manager for BNSF Railway Co. Keller, who joined the firm in 2007 as railroad sector environmental services director, has more than 25 years of experience in the rail industry, and has worked for federal, state and commercial clients throughout North America. He is vice president of the American Railway Engineering and Maintenance of Way Association's (AREMA) engineering services functional group, immediate former chair of AREMA's environmental committee and vice president of the American Railway Development Association.

• TransLink has signed a final project agreement with Cubic Transportation Systems and IBM Canada to install and operate a new fare card system for Metro Vancouver starting in 2013. Cubic's contract covers $84 million in capital costs to supply and install the operating system, gates, fare-card vending machines, readers and other equipment. In addition, the contract includes a 10-year operations and maintenance budget, with an option to renew for an additional five years. Cubic and TransLink will finalize the new system’s design and construction schedule during the next few months.

• Freight transportation software developer SMC3 and mapping and routing software developer ALK Technologies have created a "seamless interface" between AKL's PC*Miller Web Services and the SMC3 RateWare®XL rating product, according to the companies. The new interface provides customers a single point of access to a range of mileage, transit times and rate content to accurately plan, execute and optimize shipment routes, said Warren Patterson, SMC3 senior vice president of product strategy and development, in a prepared statement.
