• Amsted Rail and Ellcon National, a subsidiary of Faiveley Transport, have formed a joint venture to enable heavy haul rail-car customers to purchase complete systems with a wider range of components from a single supplier, according to a prepared statement.

• Vossloh AG has received two contracts worth a combined $150 million in connection with the construction of Libya’s new rail network. Vossloh will equip 807.8 miles of the planned network with fastening systems and switches. Delivery is expected to be completed by 2012.

• Miner Enterprises Inc. has received a patent from the Canadian Patent Office for its 42 x 42 AutoLOK II outlet gate. The device already has received a U.S. and Mexican patent.

• During the past two months, Transportation Certification Services (TCS) has trained Kawasaki Rail Car equipment operators at MTA Metro-North Railroad’s New Haven, Conn., terminal; employees of the Erskine Grain Terminal in Erskine, Minn.;  equipment operators for Minnesota’s North Star Commuter Rail service at its Big Lake, Minn., facility; and operations engineers for Toronto’s GO Transit.

• L.B. Foster Co. announced that it is extending its previously announced cash offer for all outstanding shares of common stock of Portec Rail Products Inc. until midnight (EDT) on Aug. 16. The offer was previously set to expire at midnight on July 30.

• Cubic Transportation Systems Inc. appointed Carl Adrognola vice president of contracts. He previously was a contracts director. Steve Brunner and Matt Newsome, both previously regional directors, were named vice president and regional director for their respective regions.
