• Yesterday, GE Transportation signed a letter of intent (LOI) with China's Ministry of Railways (MOR) valued at $1.4 billion, including $350 million for providing locomotives, locomotive sub-assembly kits and signaling systems. GE signed an additional LOI with the MOR reaffirming both parties' framework agreement, signed in December, to collaborate on high-speed and other rail opportunities in North America.

• RailComm has provided a GCOR dispatch system for Genesee & Wyoming Inc.’s (GWI) 16 southern region railroads. RailComm's Domain Operations Controller (DOC®) train control system is accessed through a web-enabled, software-as-a-service delivery model, which enables GWI to remotely dispatch railroads from any available Internet connection, according to RailComm.

• Invensys Rail recently completed two installations on the Oslo Metro system in Norway. The company installed its WESTRACE interlocking solution that will control rail cars traveling between the newly remodeled Holmenkollen station and Oslo, and two WESTRACE interlockings at Jar Station as part of the Kolsasbanen Line. In February, Invensys is slated to begin installing the signaling system associated with the Bekkestua line extension project.

• Axion International has obtained a $100,000 sub-contract to supply recycled plastic ties to the Beale Air Force Base in northern California by March 1. The sub-contract, which was obtained as part of 3D Global Solutions Inc.'s winning proposal with Beale, marks a milestone for Axion as it begins to sell recycled ties "in larger bulk orders for U.S. military applications," said Steve Silverman, Axion's president and chief operating officer, in a prepared statement.

• Parsons has appointed Brian Kaub vice president of market development for the Pasadena, Calif.-based engineering firm’s transportation group. He will be responsible for marketing, teaming, estimating and proposals for major transportation projects. A professional engineer, Kaub has more than 30 years of experience in construction operations. He most recently worked for one of the nation's top four heavy civil contractors, where he managed a team that worked on 15 projects worth $3.3 billion.

• Michael Baker Corp. recently appointed Fred Silverman senior transportation manager. He will be responsible for growing Michael Baker's rail and transit practice in Florida and the Southeast, as well as providing technical assistance. Silverman has more than 35 years of experience with major transit and transportation projects in the private and public sectors, including the Federal Transit Administration's New Starts program.

• Gannett Fleming has named Robert Gave senior project manager in the firm’s program management practice. Based in San Francisco, Gave will manage oversight of major, federally funded heavy-rail, light-rail and automated-guideway-transit projects. He also will provide expertise in rail and transit systems, vehicle design, system integration and testing, and support client relations and project management. Gave has 25 years of transportation systems experience.
