Ohio commission OKs Norfolk Southern grade-crossing project

The Public Utilities Commission of Ohio (PUCO) approved safety upgrades to the Ohio State Route 93 (Manchester Avenue) grade crossing in Stark County, commission officials announced last week.

Norfolk Southern Railway will install flashing lights, gates and cantilevers by Sept. 4, 2025, with federal funding. NS will need to submit plans and cost estimates to the PUCO and the Ohio Rail Development Commission by Dec. 3, according to a PUCO press release.

Local government may also seek funding from the State Grade Crossing Safety Fund up to $5,000 from PUCO for safety improvements such as rumble strips and enhanced illumination.

The PUCO is responsible for evaluating grade crossings in the Ohio to determine if installing active warning devices is warranted. Since these evaluations became procedure, crossing accidents in the state have decreased from 356 in 1990 to 77 in 2023, the commission reports.
