Florida East Coast tabs Costantini as CTO; Patriot Rail assigns Haugh as SVP

Florida East Coast Railway L.L.C. (FEC) has appointed William Costantini vice president and chief transportation officer, effective Sept. 16. He will assume responsibility for FEC's rail transportation network and terminal operations.

A 28-year U.S. Marine Corps veteran, Costantini has spent the past three years as the military assistant to the Marine Corps assistant commandant in Washington, DC.

"Will's many achievements and logistics background in the Marine Corps provides FEC with the talent and skill for immediate and long-term success of our rail network," said FEC President and Chief Executive Officer Jim Hertwig in a press release.

Meanwhile, Patriot Rail Co. L.L.C. has appointed Kevin Haugh senior VP of commercial.

He has extensive railroad and commercial experience, including various executive roles at CXT Inc., Savage Services Corp., CANAC Inc., Railserve Inc., Midwest Railroad Construction and Union Pacific Railroad. Haugh was president of CXT the past five years and served a stint as president of Railserve for eight years.

Patriot Rail owns and operates 13 short lines in 13 states.
