Ltd., obtained an order for 18 low-floor trams from the city of Suzhou. CSR Puzhen will build the trams based on Bombardier's FLEXITY 2 technology at its site in Nanjing, China.

Florida East Coast Industries Inc. announced Frank Chechile will head its right-of-way management and infrastructure development subsidiary, Parallel Infrastructure. He most recently served as chief executive officer of HP State and Local Enterprise Services, the state and local government services division of Hewlett Packard Co.

Parsons Brinckerhoff has named Bridget Wieghart senior supervising planner in Portland, Ore., and Peter Basso, senior adviser in the Washington, D.C., office. Basso will advise the firm's clients on transportation finance and policy. He previously held leadership roles at the American Association of State Highway and Transportation Officials and senior positions at the U.S. Department of Transportation.
