• Philippe Mellier has stepped down as president of Alstom Transport to become chief executive officer of The DeBeers Group, effective July 1. Patrick Kron, Alstom chairman and chief executive officer, will serve as president of the company for the near term, Alstom officials said in a prepared statement. Mellier, who served as president for the past eight years, “notably built a major partnership in Russia, very promising for the future of Alstom Transport,” Kron said.

• Bombardier Transportation has obtained a contract worth $96 million from the Saudi Binladin Group construction company to design, build, operate and maintain a Bombardier Innovia APM 300 automated people mover system for the King Abdulaziz International Airport development project in Jeddah, Saudi Arabia. The project is scheduled to be completed in early 2014.

• Banyan Rail Services Inc. has appointed Donald Redfearn president and Jon Ryan, chief financial officer. Redfearn previously served as president of RailAmerica Inc. from 2004 to 2007, executive vice president from 1989 to 2004, and director since the company’s inception in 1986. Ryan has more than 14 years of experience with major accounting firms, including Ernst & Young and Smoak, Davis & Nixon L.L.P. Prior to joining Banyan, Ryan was corporate controller at The Gazit Group USA.

• Stantec has named Edward McDonald and Gary Touryan leaders of the railway signals engineering practice. Based in Pittsburgh and New York City, respectively, McDonald and Touryan will continue developing Stantec’s services on projects including subway and light-rail systems in San Francisco and Dallas, and major rail lines in Mexico and Brazil. During his 30-year career, McDonald has worked on nearly all aspects of railway signal and control system equipment. Touryan, currently leader of Stantec’s transit and rail systems, division, will focus more closely on growing the signals group.

• Advanced Transit Manufacturing (ATM), a contract manufacturer of wire harnesses, electrical and cable assemblies for mass transit, has been designated a Disadvantaged Business Enterprise (DBE) for the Washington Metropolitan Area Transit Authority and the states of New York and Massachusetts. ATM is providing services to prime contractors that need to fulfill Small Business Enterprise and DBE participation goals, company officials said in a prepared statement. ATM also recently received Historically Underutilized Business Zone certification from the U.S. Small Business Administration.

• Parsons Brinckerhoff has named Douglas Conyers senior supervising engineer in the firm’s Los Angeles office, where he will be responsible for design work on a segment of the Exposition light-rail project. Conyers has 25 years of experience in the design of transportation infrastructure, including numerous transit and airport projects in southern California.
