Intermodal transfer facility authority to address modernization project's environmental impacts (10/9/2013)

The Intermodal Container Transfer Facility Joint Powers Authority (ICTF-JPA) plans to meet on Oct. 23 in Long Beach, Calif., to review a status update on the preparation of an Environmental Impact Report for a proposed ICTF modernization and expansion project.

Operated by Union Pacific Railroad, the 148-acre ICTF helps enhance the efficient flow of intermodal cargo through the ports of Long Beach and Los Angeles, Long Beach port officials said in a meeting notice. UP proposes to modernize and expand the container facility.

The ICTF-JPA has released a notice of preparation/initial study that describes the project and reviews its environmental impacts, which will be further analyzed in an upcoming Draft Environmental Impact Report (DEIR), Long Beach port officials said.

"Discussion of the proposed project's details will occur in a future meeting after the public release of the DEIR," they said.

Created in 1983, the ICTF-JPA is a public entity that oversees the ICTF's development and operation. The authority is administered by a governing board that operates apart from the cities of Long Beach and Los Angeles.
