Amtrak yesterday announced it has chosen Clark Construction/Stacy and Witbeck Joint Venture as the first of three major construction contractors of for the "southern approach" construction phase of the Frederick Douglass Tunnel Program in Baltimore.
The contract award follows a yearlong competitive procurement that began in June 2022, Amtrak officials said in a press release.
The southern approach package is being delivered using a construction manager at-risk delivery method. The contract includes:
• building a new ADA-accessible West Baltimore MARC station;• constructing the southern approach from the south of the West Baltimore Station area and extending north to the new tunnel's south portal;• replacing multiple rail bridges; and• relocating and religning utilities.
The entire investment for the Frederick Douglass Tunnel is estimated at $6 billion, which is supported in part by funding from the federal Infrastructure Investment and Jobs Act and contributions from Amtrak and the state of Maryland.
Additionally, separate contracts have been awarded to K.K. Adams and Delaware Cornerstone Builders, which will complete supplemental preconstruction activities ahead of major construction.
As the program progresses, the contracts will support work performed by Amtrak’s infrastructure maintenance and construction service team. The first project — completed by the team this past summer — included replacing aging wood ties with new concrete ties, installing new rail and completing track drainage improvements.
