Gateway commission awards contract for Palisades Tunnel project

The Gateway Development Commission’s (GDC) board yesterday awarded the Palisades Tunnel project contract to Schiavone Dragados Lane JV.

This is the first tunnel-boring contract GDC has awarded for the Hudson Tunnel project, which calls for constructing a new rail tunnel under the Hudson River through which Amtrak and New Jersey Transit trains will travel between New York City and New Jersey.

Work on the Palisades Tunnel project will begin in the coming months and is expected to be completed in 2027, GDC officials said in a press release.

The board also authorized notice to proceed for Phase 2 of the Hudson River ground stabilization project, the first heavy construction project of the Hudson Tunnel project. The first phase of the ground-stabilization project began in May and is expected to conclude this fall. Phase 2 will be completed in 2027.

The Palisades Tunnel project calls for construction of the first mile of twin-tunnels on the Hudson River’s New Jersey side. The project includes boring two tunnels about 5,100-feet long with an inside diameter of 25 feet 2 inches, and six cross passages, as well as furnishing and installing a concrete tunnel lining with waterproofing membrane.

The project also involves building the new Hudson County shaft, which will be used to remove the tunnel boring machines when digging is complete. Schiavone Dragados Lane JV was selected through a competitive evaluation of technical and price proposals.

The approved award includes $465 million for the total contract price and an additional 5% of the contract price for contingencies, GDC officials said.

The ground-stabilization project involves injecting a mix of soil, concrete and water into the riverbed in 1,200 feet of the shallow area on the Hudson River’s Manhattan side to ensure the tunnel-boring machines can excavate the new tunnel and protect the riverbed from disruption.
