Congress July 24 approved H.R. 4775, a $28.9 billion counterterrorism package that includes a $205 million grant enabling Amtrak to continue operating through September, and $1.8 billion in capital investment grants enabling New York City to replace, rebuild or enhance mass transportation systems serving Manhattan in response to the Sept. 11 terrorist attacks.

The House approved the measure July 23 with a bipartisan 397-32 vote; the Senate's vote was 92-7.

The bill next will be sent to the White House, where President Bush is expected to sign it.
