FTA issues FY2013 guidance, funding information under MAP-21

Yesterday, the Federal Transit Administration (FTA) released its first notice of funding apportionments under Moving Ahead for Progress in the 21st Century (MAP-21), the two-year surface transportation legislation that went into effect Oct. 1.

The law made a number of changes to FTA programs, including the establishment of a new safety authority, new asset management requirements, new measures to streamline the Capital Investment Program (New Starts and Small Starts), and new distribution formulas that will reflect the 2010 Census, FTA officials said in a prepared statement.

The notice contains information on how the FTA will address transitioning federal transit assistance programs from SAFETEA-LU to MAP-21, including previously authorized but unobligated funding being carried over into fiscal-year 2013; highlights of structural and procedural program changes under MAP-21; details on each formula program for which funds are being appropriated; and new FTA policies and procedures for FY2013 grants.

Apportionment tables themselves are not yet included in the Federal Register notice, but will be published "shortly," officials said.
