Canadian safety board updates accident reporting, investigation regulations

The Transportation Safety Board of Canada (TSB) yesterday unveiled more modernized transportation safety regulations governing the reporting and investigation of accidents and incidents.

The regulations strengthen rules governing accident reporting in Canada and introduce additional requirements for railroads, the release of hazardous goods and lighter aircraft, TSB officials said in a press release.

The board reorganized the regulations from six sections to two; updated and introduced definitions that are more harmonized with other federal legislation, international agreements and standards; clarified provisions that had been subject to misinterpretation; and formalized existing investigation policies and procedures. The board also now will allow witnesses to be accompanied by one chosen representative during TSB interviews.

The new regulations are clearer and easier to understand, TSB officials said, adding that the board consulted with the public, regulators, provincial governments, industry associations and transportation companies to help develop the changes.

"The transportation industry and its legislation have evolved a great deal since the regulations were first introduced 22 years ago. The changes bring the regulations up to date and take better advantage of electronic information sharing," said TSB Chair Wendy Tadros.

The regulatory changes involving witness interviews take effect immediately; the changes that address accident reporting take effect on July 1.
