The Rail Transportation Regulatory Agency of Mexico has established rate regulations related to the transportation of several chemical and petrochemical products in southern Veracruz, the agency announced Aug. 17.

The regulations apply to service provided by Ferrocarril Mexicano S.A. de C.V. (Ferromex), Ferrosur S.A. de C.V. and Kansas City Southern de Mexico.

The rates were established after the Mexican Federal Economic Competition Commission determined in January the absence of effective competition conditions in 20 origin-destination pairs for the transportation of chlorine, ethylene oxide, anhydrous ammonia and caustic soda.

"These resolutions are the result of more than two years of research work within the agency, first developing the corresponding guidelines that were published in the Official Gazette in February, and subsequently the methodology to regulate rates in the absence of competition in markets of rail services," agency officials said in a press release.

The determination is the agency's first rate regulation resolutions since its creation.
