STB issues environmental report for proposed Conrail line abandonment

The Surface Transportation Board (STB) Office of Environmental Analysis yesterday issued a final environmental assessment (EA) in Conrail’s pending line abandonment proceeding in Hudson County, New Jersey.

Conrail is seeking authority to abandon the Harsimus Branch, a 1.36-mile rail line in Jersey City. Conrail, CSX and Norfolk Southern Railway jointly filed a notice with the STB in which Conrail asks to abandon the line and CSX and NS seek to discontinue service on it.

The final EA summarizes and responds to the environmental comments received on the draft supplemental EA issued Sept. 10, 2020. The final EA concludes that the preparation of an environmental impact statement is not warranted and recommends that the STB impose a historic preservation condition in any decision that would grant Conrail abandonment authority.

While historic issues are being considered in a separate process under the National Historic Preservation Act, issuance of the final EA concludes the National Environmental Policy Act process in this proceeding and office is not requesting additional environmental comments, according to a press release issued by the STB.
