The U.S. Office of Management and Budget (OMB) has issued a notice of proposed rulemaking to revise its guidance for grants and agreements in support of implementing Build America Buy America Act provisions in federal law.
OMB proposed the rulemaking to clarify existing requirements of Build America Buy America provisions included in the Infrastructure Investment and Jobs Act enacted in 2021, according to a notice in the Federal Register.
"These proposed revisions provide further guidance on implementing these statutory requirements, and improve federal financial assistance management and transparency," OMB officials said in the notice.
Comments on the proposed rule are due March 13.
The IIJA law required the head of each federal agency to ensure that no funds available for a federal financial assistance program for infrastructure may be obligated for a project unless all the iron, steel, manufactured products and construction materials used in the project are produced in the United States.
