Witnesses scheduled to speak are Andy Daly, senior director of passenger operations, CSX; Stacey Mortensen, executive director, San Joaquin Joint Powers Authority; Lee Ohanian, senior fellow (adjunct), Hoover Institution; and Kirk Watson, mayor of Austin, Texas.
