NTSB issues final report on 2023 NS conductor fatality


On March 7, 2023, an NS conductor was killed when a train collided with a dump truck as it entered a private grade crossing at a Cleveland-Cliffs Inc. steel plant.

The National Transportation Safety Board (NTSB) has released its final report on the death of a Norfolk Southern Railway (NS) conductor in Cleveland last year.

On March 7, 2023, an NS conductor was killed when a train collided with a dump truck as it entered a private grade crossing at a Cleveland-Cliffs Inc. steel plant.

The conductor was riding the lead rail car during a shoving movement when he was pinned between the rail car and dump truck during the collision, the NTSB report states.

According to the report, the board determined that the probable cause of the fatality was the crew not following an NS operating rule requiring a crew member to be on the ground at the private crossing to warn traffic.

Contributing to the accident was the design of the intersection at the crossing that prevented adequate sight distance for the driver to be able to determine if it was safe to cross the tracks, the NTSB report states.
