The Pipeline and Hazardous Materials Safety Administration (PHMSA), in coordination with the Federal Railroad Administration (FRA), is soliciting comments on a proposal to suspend authorization of the transportation of liquefied natural gas (LNG) by rail tank cars.
Comments on the proposal, which PHMSA published Nov. 8 in the Federal Register, are due Dec. 23.
The proposal calls for suspending recent amendments to hazardous materials regulations that authorized LNG by rail while it determines if any modifications to the regulations are necessary.
Although no LNG by rail has occurred, the proposal would ensure that it doesn't occur until a final rule is completed or until June 30, 2024, whichever is earlier.
"Rail transport of LNG may still be permitted on an ad hoc basis as authorized by the conditions of a PHMSA special permit (§ 107.105), or in a portable tank secured to a rail car pursuant to the conditions of an FRA approval (§ 174.63)," PHMSA stated in the proposal.
