On Friday, Martin Oberman retired from the Surface Transportation Board (STB) as chairman. On the same day, the wheels were set in motion to choose the board’s next chair.
President Joe Biden intends to nominate STB member Robert Primus as chairman, according to the board. Primus was sworn in as an STB member in January 2021 and served a term as vice chairman from February 2021 to February 2022.
For the past 30 years, he has been involved in various aspects of Congress and the federal legislative process. Early in his career, the Madison, New Jersey, native served on the staffs of the late Sen. Frank Lautenberg of New Jersey, former Rep. Carrie Meek of Florida and former Rep. Mel Reynolds of Illinois.
He joined lobbying firm Van Scoyoc Associates Inc. in 1995 and represented and advised clients on budgetary, appropriations, transportation and national security matters. He returned to Capitol Hill in 1999 as legislative director for former Rep. Michael Capuano of Massachusetts, and later was promoted to chief of staff.
In January 2019, Primus became chief of staff for Rep. Nanette Diaz Barragan of California, then later became senior advisor to as Rep. Tim Ryan of Ohio.
