The Surface Transportation Board on Jan. 27 issued a final environmental impact statement (EIS) for the proposed merger between Canadian Pacific and Kansas City Southern.
Issued in three volumes, the final EIS provides additional information on the resource areas of grade crossing delay, safety, noise and vibration. It also sets forth the final recommendations of the STB Office of Environmental Analysis, including mitigation measures.
The final EIS responds to comments received after the draft EIS was issued Aug. 5, 2022. Public comment on the documents closed Oct 14, 2022.
Issuance of the final EIS completes the STB's environmental review of the proposed merger. The board will consider the transportation merits of CP's acquisition of KCS, and the entire environmental record, including the draft EIS, final EIS and all comments received, as part of its final decision in the proceeding, STB officials said in a press release.
