STB proposes regs for implementing FAST Act provisions

The Surface Transportation Board (STB) has proposed regulations to implement passenger-rail related resolution disputes under the Fixing America's Surface Transportation (FAST) Act, which Congress passed late last year.

The FAST Act added to the STB's existing passenger-rail oversight related to Amtrak.

Now included under the STB's scope are provisions involving Amtrak cost recovery for operations on state-supported routes and costs allocated to states in their use of rail facilities for commuter-rail operations in the Northeast Corridor, according to an STB press release.
