CHSRA appoints Fellenz chief counsel

Last week, the California High-Speed Rail Authority named Thomas Fellenz to the newly created position of chief counsel.
As the primary legal advisor to the authority, Fellenz will oversee legal services for public contracts, the environmental process, property acquisition, construction negotiations, procurement, and administrative and civil litigation.
He previously was deputy chief counsel for the California Department of Transportation. Fellenz oversaw the Sacramento office of the department’s legal division, which provides litigation and in-house counsel services for the department’s environmental, real property, tort, contract, employment and transportation legal issues.
