CHSRA signs off on terms and conditions for design/build contractors

Last week, the California High-Speed Rail Authority (CHSRA) approved terms and conditions it will issue with a request for proposals to design and build the high-speed rail corridor’s first segment.
CHSRA did not respond to a request from HSRupdates.com seeking additional details on the terms and conditions that were approved.
Five design-build teams qualified for a short list and will compete for contracts to build the backbone of the state’s high-speed rail system in the Central Valley. CHSRA will rate proposals based on whether they meet guidelines for technical competence, deadline schedules, methods of operation and costs. The authority will require that the winning bidder contracts small businesses to complete 30 percent of the work.
The project’s first segment would extend 25 miles, from near Madera to south of Fresno.
