California High Speed Rail Authority recommends projects for Track 2 applications

The California High Speed Rail Authority recently issued staff recommendations for Track 2 high-speed rail stimulus applications, which are to be submitted to the Federal Railroad Administration by Oct. 2.

The authority is proposing to request funds to complete preliminary engineering/National Environmental Policy Act (NEPA)/California Environmental Quality Act (CEQA) documentation for seven segments: San Francisco-San Jose, San Jose-Merced, Merced-Fresno, Fresno-Bakersfield, Bakersfield-Palmdale, Palmdale-Los Angeles and Los Angeles-Anaheim. CHSRA also plans to request funds to complete Phase 2 NEPA/CEQA documentation for the Merced-Sacramento, Los Angeles-San Diego and Altamont corridors.

In addition, the authority proposes to apply for funds to begin final design and construction for four segments: San Francisco-San Jose, Merced-Fresno, Fresno-Bakersfield and Los Angeles-Anaheim.

The proposed requests total $9 billion. CHSRA would seek $4.5 billion in stimulus funds, to be equally matched by state and local dollars.

The recommendations will be presented to the high-speed rail authority's board for consideration tomorrow. Final recommendations then will be forwarded to the governor's office for review.
