California legislator proposes measure requiring CHSRA consultants to be more transparent

On Friday, California Assemblyman Jerry Hill (D-San Mateo) introduced legislation that would require some private consultants working on the state’s high-speed rail project to disclose their income sources and business relationships, according to an April 27 article posted on the Los Angeles Times’ website
The measure would target consultants who sit on California High-Speed Rail Authority (CHSRA) peer review panels, which evaluate important aspects of the project and make recommendations related to issues such as ridership forecasts, revenue projections, financing proposals and business plans.
In the past, the authority has not asked consultants hired for such oversight duties to fill out statements of economic interests, which typically are required for officials in key decision-making positions, according to the article.
