House eliminates HSR funds in proposed FY2011 continuing resolution; Senate expected to develop its own resolution

Last week, the House passed a continuing resolution to fund government programs through fiscal-year 2011, which ends Sept. 30. The bill, H.R. 1, would cut federal spending by $61 billion compared with FY2010.
The resolution calls for rescinding $3.72 billion in unspent high-speed stimulus funds, as well as $2.5 billion in FY2010 transportation appropriation funds, according to the American Public Transportation Association (APTA).
The resolution now must be reviewed by the Senate, which is in recess this week. The Senate is expected to develop its own version of an FY2011 continuing resolution that will not include the level of spending reductions proposed in the House bill, APTA said.
The current continuing resolution expires on March 4.
