Parsons Brinckerhoff recently named Richard Smith senior supervising estimator in its San Francisco office. He will serve as the lead estimator for the California high-speed rail project.

Smith has 37 years of experience planning and executing major transportation and infrastructure projects, including feasibility study development, conceptual and detailed design planning and management, project controls management, conceptual and detailed estimating, claims analysis and dispute resolution.

Prior to joining Parsons Brinckerhoff, he worked for several major engineering and construction firms, where he performed constructability reviews and resolved disputes.
