On April 1, the Russian Railways held a conference to review and obtain input on their proposed high-speed rail project that would link Moscow and St. Petersburg.

The meeting included Russian state body representatives, officials from the scientific and business communities, and directors of high-speed rail projects in Portugal, France and the Netherlands.

The directors provided Russian Railways officials with details on how they used a contract lifecycle management (CLM) approach to build their respective lines. Russian Railways plans to use CLM for the first time. The approach would enable the railway to reduce outlays by 20 to 40 percent, obtain international financing for up to 50 percent of the capital expenditure, lower technological risk and complete the project on schedule, according to a press release.

The 410-mile Moscow-to-St. Petersburg line would feature trains operating at speeds up to 250 mph, making the trip between the two cities in two hours, 30 minutes.
