Oakland port seeks design-build contractor, rail operator for new yard

The Port of Oakland, Calif., is accepting design-build proposals until Jan. 14, 2013, for the first phase of the Outer Harbor Intermodal Terminal rail yard project at the former Oakland Army Base.
The work calls for designing and constructing the first phase of a 35-acre rail yard for storing and inspecting manifest trains, a lead track to connect the yard to Union Pacific Railroad's line and track connections to the city of Oakland's proposed Gateway rail development.
Estimated to cost $55 million, the project also includes coordination with related UP-performed work and adjacent city-performed work, and the protection and/or relocation of fuel, gas, electrical, water, communications and sewer utilities.
The port also is soliciting proposals until tomorrow for a heavy freight railroad and rail yard operator for the project's first phase. The selected operator will enter into a rail operating agreement relating to the operation and maintenance of the new Phase I yard. While the yard is being designed, the chosen operator will provide design review input to the selected design-build contractor and help the port develop an access agreement with the city for rail service provided to city-owned property.
