Yesterday, Kansas City Southern announced several management changes as part of a restructuring of the company’s U.S. and Mexican operating departments.

KCS promoted R. Michael Chapman from senior vice president of transportation to SVP of operations for The Kansas City Southern Railway Co. (KCSR). Chapman will be responsible for the U.S. transportation and mechanical departments.

John Foster will continue to serve as KCSR VP and chief mechanical officer and report to Chapman. In Mexico, Kansas City Southern de México S.A. de C.V. (KCSM) Senior Director of Operations Manuel Zulaica will continue to be responsible for the transportation and mechanical departments.

Meanwhile, SVP of International Engineering Jerry Heavin now will head KCSR’s and KCSM’s engineering organizations, and Cesar Polack will remain KCSM’s director of engineering and report to Heavin.

KCS also appointed Jeff Crandall assistant VP of international engineering. Reporting to Heavin, Crandall will be responsible for engineering planning, scheduling, design and construction, and process control and facility planning. He most recently served Union Pacific Railroad as general superintendent of the North Little Rock Service Unit.

Finally, KCS named Oliver Waltman KCSR assistant chief engineer-track. He will be responsible for three U.S. divisions, and the U.S. engineering department’s production and roadway equipment maintenance areas. In addition, KCSR Manager of Facilities Maintenance James Davis now reports to KCSR Assistant Chief Engineer-Signal and Administration V.A. “Buck” Jones.
