Emergency board to investigate SEPTA, UTU dispute

President George W. Bush recently created a Presidential Emergency Board (PEB) to investigate a collective bargaining dispute between Southeastern Pennsylvania Transportation Authority and United Transportation Union-represented conductors, according to the National Mediation Board.

The board named Richard Kasher chairman, and David Twomey and Robert Peterson members of PEB 237. The three are neutral labor arbitrators and members of the National Academy of Arbitrators.

The PEB will conduct hearings and recommend a settlement within 30 days. The parties aren’t allowed to implement a work stoppage for 120 days.
