High Desert bullet-train authority, unions sign labor pacts

The Southern California High Desert Corridor Joint Powers Agency (HDC JPA) and union representatives have signed two labor agreements for the High Desert Corridor (HDC) high-speed rail project.

A community workforce agreement and a memorandum of understanding that codify the project’s use of union labor were signed July 8. The project will generate $12 billion in economic activity for the Antelope Valley and surrounding region, according to a news release issued by Los Angeles County Supervisor Kathryn Barger.

The contracts were signed in front of the clock towner at the Palmdale Transportation Center, which will be demolished and replaced with a transportation hub that will anchor the project.

The 54-mile High Desert Corridor from Palmdale to Victorville will provide a connection between the California High-Speed Rail Authority project and Brightline West, two electric high-speed rail projects currently under construction. 

The U.S. High Speed Rail Coalition (US HSR) praised the project stakeholders for approving the labor agreements. The coalition worked with the HDC JPA to negotiate the agreements, according to a coalition news release.

"We were delighted to help facilitate these two landmark labor agreements, which will create thousands more good, union jobs in the growing high-speed rail industry," said Ezra Silk, US HSR's political director.
