GCRTA plans rail-car procurement redo

The Greater Cleveland Regional Transit Authority (GCRTA) has canceled its solicitation for the procurement of new rail cars and plans to re-issue a request for proposals (RFP) sometime in the next few months. The agency plans to purchase 60 cars over a five-year period.

GCRTA had issued an RFP in February for the procurement and allowed three months for submissions, which were due May 19. The proposals were to be submitted in two parts: a technical proposal and a cost proposal.

Only two vendors submitted documentation, one of which submitted a proposal for consideration. The single proposal was reviewed by a technical proposal review panel that concluded it was not responsive to the technical requirements of the solicitation, GCRTA officials said in a news release.

Since only the single non-responsive proposal was received, the panel recommended that the agency's director of procurement cancel the solicitation.
