Norfolk Southern Railway yesterday announced it has appointed three industry veterans with precision scheduled railroading (PSR) experience to help lead its transportation team.

Tim Livingston joins NS as senior vice president of transportation and network operations. Reporting to Livingston will be Rodney Moore, now VP of transportation for the Northern region; and Dewayne Swindall, now VP of transportation for the Southern region. All three will report to Chief Operating Officer John Orr.

The new leadership structure will bolster accelerated operational improvements throughout the company's network with PSR-experienced senior leaders, NS officials said in a press release. The changes will also place leaders closer to field operations and leverage strategic consulting from Mack Barker, they added. Barker — who retired earlier this year after more than 35 years at CN — is consulting with NS on railway optimization.

Most recently VP of operations for Canadian Pacific Kansas City, Livingston is a career railroader with more than 20 years of experience. He started as a conductor and went on to hold positions of increasing responsibility at Kansas City Southern Railway.

Moore joined NS 20 years ago as a management trainee and most recently was VP of network operations. He now is responsible for the Northern region encompassing the densest portion of the NS' network between Chicago and New York.

Swindall joined NS in May after serving as Indiana Rail Road Co.'s president, CEO and chairman. He began his railroading career 25 years ago as an NS train service employee in Birmingham, Alabama, and since has helped railroads deploy PSR in various leadership roles.
