NS reaches yard expansion emissions agreement with Chicago, installs Stewart as CFO

Norfolk Southern Railway and the city of Chicago last week reached an agreement covering air emissions associated with the railroad's proposal to expand its Englewood, Ill., yard to about 85 acres, according to the Environmental Law & Policy Center.

The pact requires that 36 of 38 trucks that move trailers around the yard feature pollution-control devices by 2018; a dozen pieces of lift equipment used in the yard immediately be outfitted with clean engines or diesel filters; the city continue to address truck congestion that increases idling around the yard; a $1 million fund be established, sponsored by NS, for sustainability projects in Englewood; and $1 million be set aside for job training and preparedness in Englewood.

In addition, the agreement calls for creating a trail in Englewood and converting elevated track to green space.

Meanwhile, NS has announced it named Marta Stewart executive vice president and chief financial officer, effective Nov. 1.

She will report to NS President James Squires and succeed John Rathbone, who will retire Nov. 1 after a 32-year NS career in the finance and administrative divisions.

Vice president and treasurer since 2009, Stewart joined NS in 1983 and served in several finance positions before being named VP and controller in 2003.

Rathbone joined NS predecessor Norfolk & Western Railway Co. in 1981. He served in several auditing positions before being named VP and controller in 1992, senior VP and controller in 2000, EVP of administration in 2004, and EVP and CFO in 2012.
