Consultant to analyze BART's transit police department

Bay Area Rapid Transit (BART) recently awarded a $127,688 contract to the National Organization of Black Law Enforcement Executives (NOBLE) to review all aspects of the BART Police Department. The action follows an officer-involved fatal shooting at the Fruitvale BART Station that occurred on Jan. 1.

Expected to take about four months to complete, the review will include: the culture and the expectations of customers and the communities that BART police serve; recruitment, hiring and promotions standards and practices to determine how well equipped BART officers are to promote safety, customer service, public trust and effective policing; training and equipment, including use of force, conduct of investigations, diversity, cultural awareness, and sensitivity to and avoidance of racial profiling; policies and procedures, to determine if they are comprehensive, reflect best practices and are effective in directing a professional and trusted police force; and internal investigatory practices.

NOBLE will provide BART with study results and recommendations for necessary changes.
