Last week, President Obama signed legislation into law that enables transit agencies to use up to 10 percent of their American Recovery and Reinvestment Act (ARRA) dollars to cover operating costs for equipment and facilities, according to the American Public Transportation Association.

The amendment was included as part of the Supplemental Appropriations Act of 2009, which provides funding for overseas military operations.
