Smith to chair VIA Rail board; Franklin, McPartland to lead BART board

Paul Smith has been appointed to a four-year term as chairman of VIA Rail Canada Inc.

Smith is president and chief executive officer of Grey Horse Corp., a financial services firm he co-founded in 2004. He also has held management positions at Bell Canada Enterprises, including chief financial officer of Bell Conferia Inc. Since joining VIA Rail’s board in 2006, Smith has been active in corporate planning, budgets and strategic projects related to passenger service.

Meanwhile, Bay Area Rapid Transit’s (BART) board on Thursday unanimously elected Bob Franklin as president and John McPartland, vice president for 2011.

Franklin is the first former BART employee to serve as board president. He worked for six years in BART’s finance and planning departments prior to his election to the nine-member board in 2004.

McPartland also is a former BART employee; he served as a safety specialist for six years.
