SORTA seeks contractor for Cincinnati Streetcar operations, maintenance

The Southwest Ohio Regional Transit Authority (SORTA) yesterday issued a request for proposals for operations and maintenance services for the Cincinnati Streetcar. Proposals are due March 3.

The RFP seeks a contractor that would be responsible for staffing, processes, procedures, materials, services and management of the streetcar system, which is under construction, SORTA officials said in a press release.

The agency is considering two options: an inclusive turnkey contractor approach and a management contractor approach. SORTA is requesting RFP respondents include proposals and price information for both options.

Under the turnkey scenario, the contractor would operate and maintain the streetcar, and employ and manage streetcar personnel. SORTA officials anticipate that arrangement would include operations, maintenance, supervision, management, safety, security and administration employees.

Under the management contract approach, the contractor would provide management services to operate and maintain the Cincinnati Streetcar, but SORTA would employ, hire, pay, and administer benefits for front-line operations and maintenance employees.

"SORTA is looking for a contractor that can add value to that partnership through the delivery of cost-effective and high-quality streetcar service," said Paul Grether, SORTA's rail services director.

The streetcar line is slated to open in September 2016.
