The Bi-State Development's (BSD) board has approved a resolution and memorandum of understanding (MOU) directing the BSD team to plan, design and develop the Jefferson alignment MetroLink light-rail expansion project in St. Louis.
BSD owns and operates Metro St. Louis, which operates MetroLink's 46-mile light-rail service.
The expansion project is a modification of the previous Northside-Southside Metro St. Louis light-rail expansion proposal, BSD officials said in a press release. The new project calls for creating a route from the north side of the city to the south side; the length and number of stations have not yet been determined.
The project's first phase will cost about $850 million. In summer 2023 or 2024, BSD expects to apply for federal New Starts program funding, which would cover 60% of the project's cost. If approved for New Starts funds, BSD would begin engineering and design.
The $7.4 million program management phase — to be overseen by BSD — calls for preliminary planning, procuring and contracting with a consultant, and providing supervision and oversight. BSD released a request for proposals for that contract with applications due April 17.
The program management phase will be covered by the city's capital trust funds received through state COVID-19 assistance, BSD officials said.
